In this paper Weiss examines the meaning of the concept ‘research utilization’ in public policy. Through a review of the literature she identifies and discusses seven meanings that have been attached to the concept:

-The knowledge-driven model

-The problem-solving model

-The interactive model

-The political model

-The tactical model

-The enlightenment model

-Research as part of the intellectual enterprise of society

Weiss argues that much of the ambiguity in discussion of research utilization in public policy and the conflicting interpretations of its prevalence and the routes by which it occurs is derived from conceptual confusion. This paper seeks to clarify the concept to address some of that confusion and thus make possible subsequent discussion around the extent to which research is impacting or can most effectively influence public policy. Although it focuses on the social sciences, this paper is a must read for any researcher seeking to improve the impact and influence their research has on public policy. Weiss advises that in considering the many uses of research in public policy, researchers should not necessarily seek only to increase the use of their research, but how to improve the contribution that their research makes.
